Are there any pre-requisites to syncing Budget Line Items?

Yes. You will need to sync the following records referenced by the Budget Line Item:

1. The Project,
2. If enabled, the Sub Job (Phase),
3. The Cost Code (Category Code), and
4. The Cost Type
